Taiwan – Taiwan’s National Communications Commission (NCC) announced it would establish rules to make sure channel operators provide identical media content on any platform, whether it is a cable television service or multimedia-on-demand (MOD) system. The NCC has received complaints from subscribers of Chunghwa Telecom’s MOD system that said certain programs on Taiwan Television and China Television Co, two of the channels on its basic package deal, could not be viewed on the MOD system. The NCC found that the disagreement was actually between program producers and channel operators, as program producers claimed that they only authorized programs to be broadcast on terrestrial television services. They insisted channels pay additional charges if the same programs are to be available on MOD systems as well. Chunghwa had substituted other content for the disputed programs without informing subscribers. Subscribers were upset because programs that can be viewed on cable television are not available on the MOD system. NCC spokesperson Lee Ta-sung said the commission had asked its staff to work on a mechanism to ensure that channels provide identical content, regardless of the platform.
