Qvest, Ateme and Scaleway deliver production-ready sovereign OTT platforms for Europe

Qvest, Ateme, and Scaleway have joined forces to provide broadcasters, media organizations and sports rights holders with production-ready sovereign OTT platforms built entirely on European technology. The joint solution combines Scaleway’s sovereign cloud infrastructure, Ateme’s video solutions, and Qvest’s expertise in consultancy, systems integration, and managed services. Together, the partners provide a sovereign cloud infrastructure, best-in-class media technology, and end-to-end integration into a mature solution for media organizations seeking greater control over their OTT platforms, data, and long-term technology strategy.

As broadcasters across Europe are facing increasing regulatory requirements and strategic pressure to reduce dependency on non-European cloud providers, the partnership between Qvest, Ateme, and Scaleway provides a ready-to-implement solution that is available today.

The joint offering combines every component required to build and operate a sovereign OTT platform, from ingest, encoding, and packaging to content delivery, DRM, analytics, and frontend integration. Broadcasters can use the solution to launch new streaming services, migrate existing environments or rely on Qvest as a managed service partner.

Each partner contributes a distinct area of expertise:

  • Scaleway provides sovereign European cloud infrastructure.
  • Ateme provides live encoding, packaging, origin, CDN and server-side ad insertion.
  • Qvest designs the architecture, integrates third-party ecosystem components such as DRM, players and analytics, and can operate the platform as a managed service.

The collaboration aligns with the European Union’s Cloud Sovereignty Framework (CSF) and its SEAL sovereignty model, which are becoming the reference grid for scoring sovereignty in public procurement. Rather than making absolute sovereignty claims, Qvest designs each platform to meet the specific requirements of the respective tender, helping customers achieve the highest practical level of technical sovereignty.

The collaboration brings together complementary expertise across cloud infrastructure, media technology, and systems integration:
