Seoul – The government plans to lessen the regulation of new bundle products, such as a combined package of mobile, fixed-line, broadband and internet television. The Korea Communications Commission (KCC) announced that it will offer telecommunication companies exclusion from examination of new packages for up to a 30 percent discount rate – moving from 20 percent, which is currently the maximum offered. Expanding exclusion of examination will help to roll out more high-discount bundle products, and will provide benefits for consumers, KCC said. While KCC has adjusted the discount rate of exclusion of examination for bundle products (from 10 percent to 20 percent in May 2008), the number of bundle products has increased from 20 to 42, and the average discount rate of the combined packages increased from 7.9 percent to 9.2 percent, according to the regulator. The subscribers of bundle products increased from 2.3 million in February 2008 to 5.6 million in February 2009. KCC says the increase of subscribers for bundled products has led to savings in telecommunications charges by approximately W300 billion yearly, increasing by about four times from that of the previous year. KCC expects the deregulation of bundle products will lead to a more rapid release of the products offering a high discount, and lessening the burden of telecommunication charges for consumers.
