Singapore – The Media Development Authority of Singapore (MDA) is seeking submissions from publishing companies for projects with strong cross-media or cross-platform elements, aimed at international distribution and readership. MDA will co-invest, together with publishing companies and other industry partners in programmes that present opportunities for global reach and economic returns under a cosharing of rights and revenues arrangement. The level of MDA’s participation is dependent on the scale, scope and merits of the submitted proposals. The programme may involve the development of new publishing series or brands, or the enhancement, extension and/or expansion of established publishing properties in relation to content, design, and distribution. Examples of relevant content include comic books or graphic novels which cross over into film, animation, television and merchandising tie-ins. The MDA welcomes submissions from individual publishing companies, and industry consortia consisting of publishing companies (the lead applicant). To qualify for SPINE, the publishing company must be registered as a Legal Entity and incorporated in Singapore, having at least 30 percent local shareholding, with central management and control in Singapore, subject to the provisions of the Companies Act (Cap.50); not have commenced on the programme at the time of application; and own most, if not all, rights to the original publishing properties. Submissions must be received by 29 May 2009.
