New Delhi – The Telecom Regulatory Authority of India (TRAI) issued new guidelines regarding quality of services (QoS) in those which currently are outside the purview of conditional access system (CAS) but where CAS can be implemented in future. 80 million subscribers are expected to benefit out of the move. Cable operators will now have to issue bills and receipts to cable TV subscribers in addition to maintaining help-desk from 8 am to 8 pm everyday. They will also be required to maintain compulsory technical standards including a good quality, measurable signal strength at subscriber’s end and ensure six-hour power backup among others. Subscribers are now entitled to demand disconnection of the old cable television and reconnection to the CAS within seven days. In addition, district consumer forums and state government officials will now be empowered to handle grievances and enforce quality of service. The regulations will come into effect from 1 April 2009.
