Singapore- The Infocomm Development Authority of Singapore (IDA) has issued a code of practice to promote responsible business practices and provide guidelines for companies offering premium rate services over the public telecoms network, and their billing operators. The code was also issued to provide reassurance to consumers purchasing chargeable premium rate services including mobile phone wallpapers, ringtones and news alerts. The code formalizes the need for all service providers to adhere to good business practices such as indicating the charges of the text message within the message, providing non-chargeable messages to consumers to confirm service subscriptions, as well as following-up with regular reminders on charges. Premium rate service providers had called for clearer guidelines on their operating environment. The code was issued following a public consultation in May and consideration of 15 industry submissions that were made.
