At the end of June, fewer than 600,000 digital cable set top boxes had been deployed in Conditional Access (CAS)-mandated areas in India, according to Media Partners Asia. That represents less than 40% penetration of the 1.6 million homes and is disappointing after the early momentum seen in Q1 2007, MPA reported. It’s also below the 60% target the industry was aiming for at this stage and means significant momentum is needed if a year-end target of 80% is to be achieved in densely populated pay-TV strongholds Delhi and Mumbai. The Telecommunications Regulatory Authority of India aims to mandate CAS rollout in 55 cities in stages from Oct. 2008 – Sept. 2011.
